About

Jerome Dulin is a culture and film advocate from the Ibanag and Apayao ethnic groups in the Northern Philippines. An alumnus from the University of the Philippines Los Baños. He is the Founder and Managing Director of North Luzon Cinema Guild, Inc. since 2015. He is also the current Director of the SkyLeaf Creatives, a story incubation hub and film production for emerging artists in the Philippines. He won fifth place in the ScreenWriting Competition for Young Creative Challenge of the Department of Trade and Industry in 2024. He is the supervising producer of the film, Mari Na Mepangngat Kanya Ima, Mepakattu Kan Abaha (Not through the Hand, Carried in the Shoulders), a documentary in progress by Dzana Ashworth for Fulbright-National Geographic Storytelling Fellowship 2023. He also produced the film Sketsa na Dagupan by Christian Ramoso- finalists for the 2024 Montañosa Film Festival. He is currently working with his debut documentary films- Iti Aweng ni Imelda [Imeldas Melodies] with KT House Productions through the support grant of the CreatePH under the Film Development Council of the Philippines. This project has also been selected to represent Philippines in the #DocsConnect Conscious Filmmaking Lab by Taskovksi Films Limited in Sitges, Spain in 2024 and #DocsConnect Philippines. His project on climate change entitled, I Bannag Ta Pansì Batil Potun has recently received a grant by the Dakila Philippines, Active Vista, British Council Philippines, Picture People (USA), Rockefeller Foundation, Moleskine Foundation with the support of the Oxfam Philippines, Local Government of Tuguegarao City, The Northern Forum, Cagayan Museum and Historical Research Center and the Jesuit Conference of Asia- Pacific will be screened this April in Manila and July in Indonesia. In 2023, he was awarded and recognized as Creative Pioneer by Moleskine Foundation in Milan, Italy in 2023 for his initiative for the film education programs and advocating storytelling through cinema for change. He has been the project director for Istoria Ili, which benefitted Dagupan City, Alaminos City in Pangasinan; Claveria and Tuguegarao City in Cagayan, Cauayan City in Isabela; and, Mayoayao in Ifugao. He has worked as a film programmer and consultant to different local festivals in Luzon and an international film festival such as the Knowmad Short Film Festival | Human Rights and Human Dignity Film Festival in Germany since 2021. He is the film programmer for Hundred Islands Film Festival and the TugueGiraw Film Festival since 2022. He is also a member of the Human Right Festival Network in the Netherlands. He has been a resource speaker for the Creative Industry Bill authored by Representative Christopher Toff De Venecia last January 24, 2023. He became one of the One Young World Ambassadors in the Philippines in 2021 He has worked as a member of the Advisory Council for the Creative Hubs in Southeast Asia under the British Council in 2021. He is also one of the Secretariats for Regional Film Network founded during the pandemic. Dulin is a recipient of the NoExit Grant for Unpaid Workers by Para Site Art in Hong Kong in 2021 to pursue his documentary projects in development. He was the Festival Director of Kultura Film Festival, which was launched through the support from Movies that Matter from the Netherlands in 2021. He is also a recipient of the Connections Through Culture Grant- a program of the British Council for Artistic and Creative Endeavors that launched the LensesXCulture: A Creative Documentary Film Lab in the same year. He is also a recipient for the Creative Leadership Conference for Innovators of Change (Geneva). He is also producing- Tim Rone Villanuevas full-length feature film, Camarera- currently developed under Story Development Grant of the Create PH Films and the Film Development Council of the Philippines. He has been the Assistant Director for the Cinemalaya 2019 film Children of the River, Casting Manager and Locations Manager for the award-winning film- Cleaners by Glenn Barit, also in 2019. Also, he is currently working with his documentary films: Iti Aweng ni Imelda (Imeldas Melody), Finding Edison and Futu Ana Fuki (Compassion and Vaginas). Futu Ana Fuki project was also presented at the Sheffield Doc Fest as part of the Philippine Delegation under the Film Development Council of the Philippines. Finding Edison and Futu ana Fuki is supported by the ParaSite Grant (HongKong) for its research and development stage. In 2012 and 2013, his directorial and playwright debut in theater was realized through DaanangSablay at the University of the Philippines Los Baños stage, which was featured in Broadway World Philippines. He also wrote and directed the piece San Luis: Tahanan, Pauwi na! commissioned by the Local Government of San Luis, Province of Aurora in 2023 last August.
